Founder / Technical Lead Neura Parse

Bayram Eker.

I founded and lead Neura Parse, a research-led technology company. My responsibility is to give ambitious work a credible path from question to system: set direction, bring the right disciplines together and require evidence before a technical result becomes a product commitment.

This approach grew through public infrastructure, carrier platforms and enterprise AI, where reliability, governance and long-term ownership matter as much as the initial build.

THE ARCEngineering → leadership

From engineer to founder.

Early work in regulated services made correctness, auditability and institutional handover practical obligations. Carrier-scale platforms widened that view to continuity and production responsibility. In enterprise AI, the problem changed again: a plausible output could still be wrong, so evaluation and human authority had to become part of the architecture. My final role at NETAŞ was Project Manager; I left the company in September 2026.

Founding Neura Parse broadened the remit from individual systems to a company agenda. I now connect research questions, product design and delivery planning, setting clear thresholds for what can be tested, piloted and claimed. The aim is to advance the technology while keeping its limits visible to the people who must rely on it.

How I lead the work

The same decision discipline runs from research through delivery.

Research direction

Start with a question worth answering, a credible comparison and conditions that could disprove the preferred result.

Product architecture

Carry what has been learned into bounded components, reviewable evidence and clear operating responsibilities.

Delivery stewardship

Align teams and partners around the next decision, then make commitments only when the technical and organisational gates are ready.

Latest writing

Essays and field notes on decisions, systems and evidence.

  1. Bright studio concept of a precision-built measurement model with two input modules and two inspection apertures.

Can quantum control be certified without a unique model?

A restricted measurement can leave several Hamiltonians compatible with the data. My one-qubit study asks what control performance can still be guaranteed.

  2. Program state enters a decision model; a typed result and its uncertainty pass to a policy in code before an action is taken.

Decision models: when the answer is a probability

TypeSafe’s Jev puts typed decisions inside software. The interesting question is how probabilities become actions that code can govern.

  3. A model proposes an action, the harness checks authority, and the environment returns evidence for the next step.

Harness engineering: the system around the model

A capable model can propose an action. A reliable system must control it, verify the result and know when to stop.

The public record

The research, book, company and product records are available separately, with their methods, dates and limits attached. They show what has been completed and what is still under development.
